FOR THE ATTENTION OF ALL OWNERS & JOCKEYS
FLAPPING RULES FOR 2010
The following rules have been agreed by Langholm Horse Racing Association in an endeavour to clear up any misunderstanding and instructions that have previously been issued by the various bodies in the past. It is hoped that this will give everyone involved with racing a clearer picture of what is expected of them and help them improve the sport for the benefit of all in the coming months ahead. Please read the following carefully as no excuses will be tolerated by anyone who pleads ignorant of offences which are committed by them.
1. The top weight at Langholm will be 11 stone 10 lbs.
The bottom weight carried will be 9 stone.
2. After the closing date, no late entries will be taken - unless the a committee decision is to accepts them. In this occasion “point 11” will be carried out.
3. Any owners found guilty of stopping horses will be fined a sum of money at the committee’s discretion (prize money could be withheld), and the horse will not be allowed to run at the next two consecutive race meetings.
4. Jockeys riding non-triers will also be fined £50 and will not be allowed to ride again until this is paid in full. For dangerous riding and abuse of the whip a fine of £20 will be imposed.
5. A new market will be formed if any horse is sent back to the paddock while under starters orders and the offending jockey will be brought before the stewards after the race.
6. Horses should be in the parade ring 15 minutes before time of racing. Stewards must be informed if delay arises as late entries will not be tolerated.
7. Anyone holding or leading a horse down to the start must get permission from the stewards before racing to stand on the course, and will be given instructions (which must be strictly adhered to) before the start of the race. Any jockeys with difficult horses will receive help if required to get horses forward.
8. The roll call will be made before the starter mounts his rostrum. Jockeys found guilty of charging the tapes before this will be brought before the stewards after the race.
9. Anyone with a complaint is asked to put this in writing and send it to the secretary of the relevant racing body; it will then be assessed at the next full committee meeting. Foul language and abusive behaviour will not be tolerated to any committee member (on the race course/outwith the race course/at a committee meeting); any offenders will be strictly dealt with.
10. All entry forms must be completed in the proper manner by the owners and accompanied with the correct entry fee, or the horse will not run.
11. It may be possible that Late Entries will be accepted at the discretion of the committee. However, if this is to be the case, there will be an extra charge per horse, per race. The fee of £5 extra has been agreed by the committee thus being £5 per horse, per race extra, in addition to the normal entry fee.
12. Owners of new horses on the flapping circuit must provide a valid horse passport; this should be made available on the race day for inspection before the horse will be permitted to run. This is the passport to prove that the horse has been registered with Wetherby’s for the Thoroughbred Register. Any other passport is not acceptable.
13. At the starters discretion any horse failing to come forward will be given three opportunities at the start of a race, failing this they may be asked to return to the paddock (starters decision is final).
14. Any jockey found trying to “cheat the scales” will be fined an amount at the committee’s discretion.
15. The Handicap:- All weights will be based on an extended handicap system.
16. New jockeys under 16 will get a 7lb allowance.
New jockeys under 18 will get a 5lb allowance.
17. All horses will now be photographed & the micro-chips checked against passports prior to racing.”
18.. At all times horses MUST be accompanied by a passport & if this cannot be produced when requested the horse will NOT be allowed to run.
ALL FINES AND PENALTIES ARE AT THE COMMITTEES DISCRETION.
THE COMMITTEES DECISION IS FINAL.
Please bear in mind that these are the Langholm Horse Racing Association Rules & they may differ slightly when at a Race Meeting that is organised by another committee (i.e. Hawick Horse Racing Associaion)
The onus is on you to ensure that you check & are aware of the rules & regulations at each individual event.
